What Manchester City owe the Premier League — season by season, with the receipts.

Because it came out that Manchester City really are cheaters — guilty of 114 of the 115 charges — I wanted to give my opinion of what should happen, and actually put numbers on it. Not vibes. Numbers.

There are two questions here. How do you punish a club that spent a decade financially doping its way to the top? And how do you pay back the clubs they cheated out of trophies, European nights and cold hard cash? The charges cover 2009 to 2018 — but we're living in 2026, and the seasons kept rolling as if City were innocent until proven guilty. So the Premier League and its fans have been watching tainted football for seventeen years: 2009 to 2026. I decided to re-run every one of those seasons as if City had never become the club they bought, and do the math both ways.

HOW I DID THE MATH

I ran two models, because two different questions need two different answers.

THE DRAW METHOD is for the money. Every single game City played becomes a 1–1 draw — if you beat them you no longer get those three points, and if you lost it doesn't matter because that game may as well never have happened. City's hoarded points evaporate, the table re-ranks honestly, and the Premier League's merit-money ladder (every finishing place is worth a set amount) pays out to the clubs City held down. The prize pool is conserved — I'm not inventing money, just moving it back to where it belonged. One consequence I kept pure: a club that actually beat City can still LOSE money, because neutralising their win drops them down the honest table too. That's the cost of a clean model.

THE VOID METHOD is for trophies, European places and relegation. Here City don't just draw — they're erased completely, and the remaining 19 clubs are re-scored. That gives a clean, honest table to decide who really should have won the league, who should have been in the Champions League, and — crucially — who should have gone down. Because if a team stayed up that shouldn't have, that has knock-on effects worth millions. Titles go to whoever finishes first in the void table; domestic cups and European trophies City won go to the beaten finalist (glory, not money — getting too fancy with those is a bit much even for me).

A few house rules: European qualification is position-based (top places = Champions League, then Europa, then Conference), and I account for the quirks — the fifth Champions League spots England earned on coefficient, and the rule that a club winning the Europa or Conference League is guaranteed its place, bumping everyone else along. When a club is wrongly relegated, I add back the shared TV revenue they lost, netted against what they actually earned in the Championship.

SEASON BY SEASON

Here's every season from 2009/10 to 2025/26 — what City did in real life, what it cost the rest of the league, and who should be holding what.

2009/10 — City finished 5th (no trophies)

City forfeit: £8.0m (running total £8.0m)

• Relegation change (void method): NONE — void bottom three = Burnley, Hull, Portsmouth (same as real).

• VOID EUROPE: City's 5th-place Europa slot passes to Aston Villa (void 5th) → Villa owed ~£1.1m Europa group money.

• Trophy: none to re-award (City 5th).

2010/11 — City finished 3rd (won the FA Cup)

City forfeit: £12.8m (running total £20.8m)

• City finished 3rd, forfeit £12.8m under the draw method (redistributed to the risers).

• NOTE — the draw method can COST clubs that beat City: Aston Villa -£1.6m and Sunderland -£2.4m, because neutralising their real wins over City drops them down the honest table.

• VOID RELEGATION: Blackpool should have SURVIVED (Wolves go down instead) → owed £39.08m (2011/12 20th-place central payment).

• VOID EUROPE: Tottenham climb into the Champions League → owed ~£5.1m (CL minus Europa group money).

• TROPHY: City won the 2011 FA Cup → re-award to beaten finalist STOKE CITY.

• VOID EUROPE (2): vacated 5th → Liverpool takes the Europa slot → owed ~£1.1m.

2011/12 — City CHAMPIONS (on goal difference)

City forfeit: £12.8m (running total £33.6m)

• City were CHAMPIONS on goal difference over Man Utd. Under the draw method they collapse to 17th and forfeit £12.8m.

• TITLE RE-AWARD (void method): champion = MANCHESTER UNITED (89 pts, +62 GD). City's first title goes to United.

• NOTE — Sunderland lose £0.8m: they took 4 points off City (more than anyone), so neutralising that costs them.

• VOID EUROPE: Newcastle climb into the Champions League → owed ~£6.3m (CL minus Europa group money).

• VOID RELEGATION: no change (Bolton, Blackburn, Wolves).

• VOID EUROPE (2): Chelsea (2012 CL holders) keep a CL place, so under the 5-team rule the Europa slot drops to 6th → Everton owed ~£1.1m. (Chelsea lose nothing.)

2012/13 — City finished 2nd (no trophy)

City forfeit: £11.2m (running total £44.8m)

• City finished 2nd; under the draw method they slide to 16th and forfeit £11.2m.

• NOTE — Southampton lose £0.8m: they beat City, and the pure method neutralises that win.

• TITLE: no change — Manchester United were champions anyway (89 pts).

• VOID EUROPE: Tottenham climb 5th → 4th, into the Champions League → owed ~£6.3m (CL minus Europa, 2013/14).

• VOID RELEGATION: no change (Wigan, Reading, QPR).

• VOID EUROPE (2): 5th → Liverpool takes the Europa slot → owed ~£1.1m.

2013/14 — City won the title (86 pts). NEW TV DEAL: merit jumps to £1.236m per place.

City forfeit: £16.1m (running total £60.9m)

• NEW TV DEAL: 2013/14 is year 1 of the £3.018bn Sky/BT cycle. Merit rose to £1,236,083/place (City 1st = £24.72m). All prior seasons used £0.8m.

• City drew all 38 under the draw method (38 pts) and crash to 14th, forfeiting ~£16.1m — their single biggest hit yet.

• NOTE — Sunderland lose ~£3.7m and Aston Villa ~£1.2m: both beat City, and the pure method neutralises those wins. Cardiff took 3 off City but were already 20th, so £0.

• TITLE: void champions = LIVERPOOL (81 void pts, ahead of Arsenal 78 / Chelsea 76). The 'slip' season is redeemed — the 2014 trophy goes to Liverpool. Glory, not money.

• LEAGUE CUP: City won the 2014 League Cup (beat Sunderland 3-1). Re-awarded to runner-up SUNDERLAND as a trophy — glory only, no money (per the cups rule).

• VOID EUROPE: Everton climb 5th → 4th into the Champions League → owed ~£6.3m (CL minus Europa, 2014/15).

• VOID EUROPE (2): Tottenham take the vacated 5th Europa slot → owed ~£1.1m.

• VOID RELEGATION: no change (Norwich, Fulham, Cardiff). Sunderland drop to 34 void pts but stay 17th — safe.

2014/15 — Chelsea won the title; City finished 2nd. Merit £1.245m per place (year 2 of the deal).

City forfeit: £18.7m (running total £79.5m)

• City finished 2nd (79 pts) — high merit. Under the draw method they slide to 17th and forfeit ~£18.7m: their biggest single-season hit, because 2nd place is worth so much under the new TV money.

• NOTE: no other club loses money this year. Several clubs beat City (Arsenal, Man Utd, Liverpool, Stoke, West Ham, Crystal Palace, Burnley) but none dropped a draw-rank, so the pure method costs them nothing here.

• TITLE: no change — Chelsea were champions anyway (87 pts; 85 even on the void method).

• CUPS: City won no domestic cup in 2014/15 (League Cup: Chelsea; FA Cup: Arsenal). Nothing to re-award.

• VOID EUROPE: Tottenham climb 5th → 4th into the Champions League → owed ~£8.4m. NB new UEFA cycle: 2015/16 CL base jumped to €12m (Europa €2.4m).

• VOID EUROPE (2): Southampton take the vacated 5th Europa slot → owed ~£2.1m.

• VOID RELEGATION: no change (Hull, Burnley, QPR). Nearest survivors (Villa/Sunderland, 38 void pts) stay clear.

2015/16 — Leicester's 5000-1 miracle. City finished 4th. Merit £1.242m per place (year 3).

City forfeit: £16.1m (running total £95.7m)

• City finished 4th (66 pts). Under the draw method they slide to 17th and forfeit ~£16.1m.

• NOTE: no other club loses money. Eight clubs beat City (incl. Leicester, Spurs, Liverpool, Man Utd) but none dropped a draw-rank, so the pure method costs them nothing here.

• TITLE: no change — LEICESTER are champions anyway (81 pts; 77 even on the void method). The 5000-1 miracle survives the reckoning.

• LEAGUE CUP: City won the 2016 final (beat Liverpool on penalties). Re-awarded to runner-up LIVERPOOL as a trophy — glory only, no money.

• VOID EUROPE: Manchester United climb 5th → 4th into the Champions League → owed ~£8.4m (2016/17 CL €12m, Europa €2.4m).

• VOID EUROPE (2): Southampton take the vacated 5th Europa slot → owed ~£2.1m.

• VOID RELEGATION: no change (Newcastle, Norwich, Aston Villa). Sunderland (39 void pts) stay 17th and safe.

2016/17 — Guardiola's first year; Chelsea champions under Conte. City 3rd. NEW £8.3bn deal: merit £1.942m/place.

City forfeit: £27.2m (running total £122.9m)

• City finished 3rd (78 pts). Under the draw method they slide to 17th and forfeit ~£27.2m — BY FAR their biggest single-season hit, because year 1 of the £8.3bn deal nearly doubled merit to £1.942m/place.

• NOTE: no other club loses money. Six clubs beat City (Chelsea, Spurs, Liverpool, Everton, Leicester, Middlesbrough) but none dropped a draw-rank.

• TITLE: no change — Chelsea were champions anyway (93 pts; 87 on the void method).

• CUPS: City won no domestic cup in 2016/17 (FA Cup: Arsenal; League Cup: Man Utd). Nothing to re-award.

• HOLDER RULE: Man Utd WON the 2017 Europa League → guaranteed a Champions League place in BOTH the real and void worlds (they finished 6th/void 5th), so no change for them. But City's void CL place opens up, so ARSENAL climb into the Champions League → owed ~£8.8m (2017/18 CL €12.7m, Europa €2.6m).

• VOID EUROPE (2): with Man Utd holding a CL spot and Arsenal promoted, EVERTON take the freed 5th/Europa slot → owed ~£2.3m.

• VOID RELEGATION: no change (Hull, Middlesbrough, Sunderland).

2017/18 — City's Centurions (100 pts), Guardiola's first title. Merit £1.931m per place.

City forfeit: £27.0m (running total £149.9m)

• City were CHAMPIONS (100 pts, the Centurions). Drawing all 38 leaves them on 38 pts → 15th, forfeiting ~£27.0m. (A weak mid-table cushions the fall: 38 pts is only good enough for 15th here.)

• NOTE: no other club loses money. Only Liverpool and Man Utd beat City all season, and both rose under the draw method.

• TITLE: void champions = MANCHESTER UNITED (78 void pts, pipping Spurs 77). The Centurions crown is stripped and handed to Man Utd — glory, not money.

• LEAGUE CUP: City won the 2018 final 3-0 over Arsenal. Re-awarded to runner-up ARSENAL as a trophy — glory only, no money.

• VOID EUROPE: Chelsea climb 5th → 4th into the Champions League → owed ~£10.7m. NB new UEFA cycle: 2018/19 CL base €15.25m, Europa €2.92m.

• VOID EUROPE (2): Arsenal take the vacated 5th Europa slot → owed ~£2.5m.

• VOID RELEGATION: no change (Swansea, Stoke, West Brom).

2018/19 — City retain by a point over Liverpool (98 v 97); the domestic treble. Merit £1.920m per place.

City forfeit: £28.8m (running total £178.7m)

• City were CHAMPIONS again (98 pts, one clear of Liverpool). Drawing all 38 leaves them on 38 pts → 16th, forfeiting ~£28.8m — a new single-season record.

• NOTE — this year TWO other clubs also lose money: Chelsea (−£1.9m) and Leicester (−£1.9m). Both beat City, and the pure method neutralises those wins, dropping each a draw-rank. (Newcastle and Crystal Palace also beat City but held their rank.)

• TITLE: void champions = LIVERPOOL (96 void pts, miles clear). The single point they lost the real title by is erased — the 2018/19 crown goes to Liverpool. Glory, not money.

• CUPS: City won the domestic treble. FA Cup (6-0 v Watford) re-awarded to WATFORD; League Cup (pens v Chelsea) re-awarded to CHELSEA. Glory only, no money.

• VOID EUROPE: Arsenal climb 5th → 3rd into the Champions League → owed ~£10.7m. (Both English holders — Liverpool as CL winners, Chelsea as Europa winners — finished top-4, so no extra 5-team shift.)

• VOID EUROPE (2): Manchester United take the vacated 5th Europa slot → owed ~£2.5m.

• VOID RELEGATION: no change (Cardiff, Fulham, Huddersfield).

2019/20 — COVID season; Liverpool end the 30-year wait. City 2nd. Position merit RECONCILED to £1.964m/place.

City forfeit: £27.5m (running total £206.2m)

• METHODOLOGY CHANGE: from 2019/20 the PL made OVERSEAS TV money position-based too. A place is now worth ~£3.18m = domestic merit (~£1.77m) + overseas gradient (~£1.41m). Earlier seasons used merit only, because overseas was then split equally (so it already captured all position money).

• City finished 2nd (81 pts). Under the draw method they slide to 16th and forfeit ~£44.5m — the biggest hit yet, and it leaps because the per-place value nearly doubled with the overseas change.

• NOTE — two clubs also lose money: Wolves (−£6.4m) and Man Utd (−£3.2m). Both BEAT CITY TWICE (6 pts each) and the pure method neutralises those wins, dropping each in the re-rank. (Norwich also beat City but were already 20th.)

• TITLE: no change — LIVERPOOL are champions in both worlds (96 void pts, miles clear). The 30-year wait ends regardless of City.

• LEAGUE CUP: City won the 2020 final 2-1 over Aston Villa. Re-awarded to runner-up ASTON VILLA — glory only, no money.

• VOID EUROPE: Leicester climb 5th → 3rd into the Champions League → owed ~£10.7m (2020/21 CL €15.25m, Europa €2.92m).

• VOID EUROPE (2): Arsenal take the vacated 5th Europa slot → owed ~£2.5m.

• VOID RELEGATION: no change (Bournemouth, Watford, Norwich).

• RECONCILED: per-place set by linear interpolation between the official published merit ladders of 2018/19 (£1.920m), 2021/22 (£2.053m) and 2024/25 (£2.658m). Replaces the earlier estimate for a consistent, smoothly-growing series across all seasons.

2020/21 — empty-stadium season; City reclaim the title. Position merit RECONCILED to £2.009m/place.

City forfeit: £32.1m (running total £238.4m)

• City were CHAMPIONS (86 pts). Drawing all 38 leaves them 17th, forfeiting ~£50.9m — the first season over £50m and a new record, driven by the ~£3.18m/place stakes.

• NOTE: no other club loses money. Six clubs beat City but none dropped a draw-rank.

• TITLE: void champions = MANCHESTER UNITED (70 void pts, ahead of Liverpool 68).

• LEAGUE CUP: City won the 2021 final 1-0 over Spurs — their 4th League Cup in a row. Re-awarded to runner-up TOTTENHAM — glory only.

• VOID EUROPE: the Conference League now exists (2021/22), so the clean map is 1-4 CL, 5 Europa, 6 Conference. West Ham jump 6th → 4th, Conference → Champions League → owed ~£11.0m.

• VOID EUROPE (2): Arsenal take the vacated 6th Conference slot → owed ~£2.6m. (2021/22 UEFA: CL €15.64m, Europa €3.63m, Conference €2.94m.)

• VOID RELEGATION: no change (Fulham, West Brom, Sheffield United).

2021/22 — City edge Liverpool on the final day (93 v 92). OFFICIAL position merit £2.05m/place.

City forfeit: £32.8m (running total £271.2m)

• OFFICIAL MERIT FIGURE: the PL published 2021/22 position merit as £41.1m (1st) down to £2.1m (20th) = £2.053m/place. This is LOWER than the 2019/20-20/21 estimates (~£3.18m) — with official data, more overseas money sits in the equal share than those COVID-year estimates assumed. Those two years could be reconciled to this basis if desired.

• City were CHAMPIONS (93 pts). Drawing all 38 leaves them 17th, forfeiting ~£32.9m.

• NOTE — Crystal Palace lose ~£2.1m: they took 4 pts off City (a win + draw) and the pure method drops them a rank.

• TITLE: void champions = LIVERPOOL (90 void pts, clear). The single final-day point that decided the real title is erased again.

• CUPS: City won no domestic cup in 2021/22 (both FA Cup and League Cup went to Liverpool). Nothing to re-award.

• VOID EUROPE (three shifts): Arsenal climb 5th → 3rd, Europa → CL (~£10.4m); Man Utd 6th → 5th, Conference → Europa (~£0.6m); West Ham 7th → 6th, nothing → Conference (~£2.6m).

• VOID RELEGATION: no change (Burnley, Watford, Norwich).

2022/23 — the TREBLE (Premier League + FA Cup + Champions League). Position merit RECONCILED to £2.254m/place.

City forfeit: £33.8m (running total £305.0m)

• City won the TREBLE (Premier League + FA Cup + Champions League, 89 pts). Drawing all 38 leaves them 16th, forfeiting ~£30.8m.

• NOTE: no other club loses money — City drop straight from 1st to 16th, shifting every club from 2nd to 16th up exactly one place (+£2.05m each).

• TITLE: void champions = ARSENAL (84 void pts, clear). The title they led for most of the season before City overhauled them.

• FA CUP: City beat Man Utd 2-1 in the 2023 final. Re-awarded to runner-up MANCHESTER UNITED — glory only.

• CHAMPIONS LEAGUE: City beat Inter 1-0 in the 2023 final. Per the rule, awarded to runner-up INTER — glory only (non-PL club, no money in this model).

• VOID EUROPE (three shifts): Liverpool 5th→4th Europa→CL (~£10.4m); Brighton 6th→5th Conference→Europa (~£0.6m); Aston Villa 7th→6th nothing→Conference (~£2.6m). West Ham's 2023 Conference win keeps them in Europa in BOTH worlds, so no change for them.

• VOID RELEGATION: no change (Leicester, Leeds, Southampton).

• PER-PLACE NOTE: held at the 2021/22 OFFICIAL merit (£2.05m) — the domestic deal rolled over flat; facility fees are excluded (they don't move with final position). Overseas-merit growth to be settled in the reconciliation pass with 2019/20-2020/21.

2023/24 — record FOURTH title in a row (91 v Arsenal 89). Position merit RECONCILED to £2.456m/place.

City forfeit: £36.8m (running total £341.9m)

• City won a record FOURTH title in a row (91 pts, edging Arsenal's 89). Drawing all 38 leaves them 16th, forfeiting ~£30.8m.

• NOTE: no other club loses money — City drop straight from 1st to 16th, shifting every club 2nd-16th up one place (+£2.05m each). (Everton −8 and Nott'm Forest −4 PSR deductions are already in their final points.)

• TITLE: void champions = ARSENAL (85 void pts, clear). Their SECOND straight void title (2022/23 and 2023/24) — twice runners-up to City in reality.

• CUPS: City won no domestic cup in 2023/24 — Man Utd beat them in the 2024 FA Cup final; League Cup went to Liverpool. Nothing to re-award.

• VOID EUROPE (three shifts): Tottenham 5th→4th Europa→CL (~£12.4m, new-format 2024/25 CL €18.62m); Chelsea 6th→5th Conference→Europa (~£1.0m); Newcastle 7th→6th nothing→Conference (~£2.8m). England kept 4 CL spots for 2024/25 (extra spots went to Italy & Germany).

• VOID RELEGATION: no change (Luton, Burnley, Sheffield United).

2024/25 — City's grip breaks: 3rd behind champions Liverpool. OFFICIAL position merit £2.66m/place.

City forfeit: £34.5m (running total £376.4m)

• OFFICIAL MERIT: 2024/25 = £53.1m (1st) down to £2.6m (20th) = £2.66m/place. City finished 3rd (71 pts) — their first title-less season after four in a row. Drawing all 38 leaves them 16th, forfeiting ~£34.6m. (Note: this 3rd-place loss exceeds their 2022/23-23/24 TITLE losses, held at £2.05m — a per-place artifact to settle in the recon pass.)

• NOTE — Bournemouth lose ~£2.7m: they took 3 pts off City (a win + loss) and the pure method drops them a rank.

• TITLE: no change — LIVERPOOL are champions in both worlds (78 void pts, clear). Slot's title stands regardless of City.

• CUPS: City won no domestic cup — they LOST the 2025 FA Cup final 1-0 to Crystal Palace; the League Cup went to Newcastle. Nothing to re-award.

• VOID EUROPE (5 CL spots this year + Spurs as holders): England earned a 5th CL place (coefficient, via Newcastle) AND Spurs won the 2025 Europa League from 17th → six English CL teams. Clean map = 1-5 CL, 6 Europa, 7 Conference, plus Spurs additive. Shifts: Aston Villa 6th→5th Europa→CL (~£12.4m); Nott'm Forest 7th→6th Conf→Europa (~£1.0m); Brighton 8th→7th nothing→Conf (~£2.8m). Spurs' Europa win keeps them in CL in BOTH worlds.

• VOID RELEGATION: no change (Leicester, Ipswich, Southampton).

2025/26 — Arsenal end a 22-year wait; City 2nd. Merit ~£3.76m/place (record new deal — ESTIMATE).

City forfeit: £60.2m (running total £436.6m)

• City finished 2nd (78 pts). Drawing all 38 leaves them 18th, forfeiting ~£60.2m — the BIGGEST single-season hit of the whole model: 2nd place is worth a fortune under the record new TV deal (est. £3.76m/place). Merit figure is a 2025/26 ESTIMATE (unaudited) — part of the recon set.

• NOTE — two clubs also lose money: Brighton (−£7.5m, took 4 off City) and Newcastle (−£3.8m, took 3 off City). Pure method.

• TITLE: no change — ARSENAL are champions in both worlds (84 void pts, clear). Their first league title in 22 years stands regardless of City.

• CUPS: City won the domestic DOUBLE. FA Cup (v Chelsea) re-awarded to CHELSEA; League Cup (v Arsenal) re-awarded to ARSENAL. Glory only. (City did NOT win the 2026 Champions League — PSG beat Arsenal in the final.)

• VOID EUROPE (England had 5 CL places again): Bournemouth 6th→5th Europa→CL (~£12.4m); Brentford 9th→6th nothing→Europa (~£3.8m). Villa's 2026 Europa win is redundant (already top-5) and Palace's Conference win routes to Europa in both worlds, so both wash out.

• RELEGATION FLIP (first since Blackpool 2010/11!): Tottenham took 4 pts off City. Strip those in the void method and Spurs drop to 37 pts, BELOW West Ham's 38 — so in the fair world West Ham SURVIVE (17th) and Spurs go down. West Ham are owed a relegation cascade. PROVISIONAL amount (~£48m) — pending final 2026/27 PL-20th payment & West Ham Championship/parachute revenue.

THE PUNISHMENT

Now the sanction. The Premier League runs itself and has no direct hold over the EFL, so enforcing multiple seasons of deductions across the divisions is legally messy. My answer: guarantee expulsion with a 70-point deduction every season City are in the Premier League — enough to send them straight back down. Every time they come back up, another 70.

How many seasons? Use the precedent. Everton were docked points for a single profitability breach they admitted and cooperated on — reduced to six points on appeal. Nottingham Forest got four. City face 114 proven charges and fought every one of them. Charge for charge, at the post-appeal Everton rate:

Six points times 114 charges is 684 points. At 70 a season, that's roughly ten seasons of enforced expulsion — and once you factor in the yo-yo of dropping and climbing back, you're looking at about twenty years. If you prefer Everton's original ten-point sanction, it's 1,140 points and sixteen seasons; Forest's rate gives 456. Any way you slice it, it's a decade or more in the wilderness. In that time the FFP rules will probably be rewritten to suit them — but Newcastle, who've more or less stayed within the rules, will get to splash their cash first. And no player worth his salt signs for a Championship club serving a generation-long sentence.

THE VERDICT

Across seventeen seasons, the Draw Method strips £436.6m in merit money from Manchester City and hands it back to the clubs they held down. On top of that sits £262.5m in European-qualification and relegation credits. And eight league titles come off their record entirely — reassigned by the Void Method to Manchester United (x3), Liverpool (x3) and Arsenal (x2). Leicester's miracle, and Liverpool's titles in 2020 and 2025, survive untouched — City didn't rob those, and the model proves it.

THE BOTTOM LINE

£436.6m owed · 8 titles handed back · ~10 seasons in exile.

Seventeen tainted seasons, re-run as they should have been played. If the UAE still have the stomach to stick around after that — by all means, enjoy being perennial Championship winners.

The City Reckoning · an LFIJ investigation · all figures modelled from official Premier League and UEFA distribution data, 2009/10–2025/26.
